This is Update #12, indicating a prolonged unresolved event. Primary firm, secondary firm, and interruptible service are all at risk of curtailment at this capacity level.

Bertrand CS constraint caps REX Zone 1 eastbound at 1.174 Bcf/d until further notice, with all service classes at curtailment risk; Trailblazer shares this facility and is simultaneously constrained, leaving zero independent reroute -- expect bearish Rockies basis pressure and bullish Midcontinent/Chicago Citygate basis widening vs Henry Hub.

Due to operating conditions, Rockies Express Pipeline LLC (“REX”) is announcing changes to its Park and
Loan Service Standing Request Order (“PALS SRO”) capacity.
Effective for the Timely Cycle, Gas Day Wednesday, February 4, 2026, and until further notice, all
nominated SRO Loans and SRO Park Withdrawals will be scheduled to zero (0) at all the following Hubs:
Clarington Hub Pool (Location 45222)
Lebanon Hub Pool (Location 44962)
Zone 3 Delivered Pool (Location 60503)
Zone 2 Delivered Pool (Location 60502)
No netting against SRO Park or SRO Loan Payback will be allowed.
The Balance rate will not be charged on SRO Park Balances during the limitation period. SRO Loan
balances will continue to be billed. On the first Gas Day following the conclusion of the limitation period,
the balance charge will be assessed on any remaining balances on the system. No nomination is
required during this restriction period. This notice waives rate schedule PALS, Section 3.1, which states
that a nomination is required until REX can confirm the Nomination, and waives the balance charge in
Section 6.1 (ii) for the limitation period.

Due to significantly colder temperatures being forecasted beginning Wednesday, January 21, 2026, and
until further notice, REX is anticipating an increase in its load activity across the system.
Underperformance
REX may issue underperformance notices to point operators not delivering the scheduled quantities
they had confirmed. REX may reduce scheduled quantities per the tariff to match actual flows if the
delivering operator does not remedy the underperformance in accordance with the notice.
Transportation and OBA Imbalances
Payback off the system for transportation imbalances will not be allowed. Operational balancing
agreement payback from Rockies Express will be unavailable.
Please monitor your weather forecast to assist you in matching your supply nominations to the
anticipated increase in on-system loads.

REX is updating the dates of the Temporary Changes to the SRO Program Capacity posted under
Notice ID 13411 as well as terminating the Temporary Changes to the SRO Program Capacity posted
under Notice ID 13300.
For the avoidance of doubt, this notice updates Notice ID 13411 and terminates Notice ID 13300 in
entirety as of this date. Notice ID 13411 applies until further notice. For additional clarity, in REX Zone 1,
2 and 3, the Balance rate will not be charged on SRO Park Balances for Gas Day Wednesday, February 3,
2026, through Gas Day Friday, February 6, 2026. In Zone 2 and 3, the Balance rate will not be charged
on SRO Park Balances for Gas Day Wednesday, February 3, 2026, until further notice. SRO Loan balances
will continue to be billed in Zone 2 and 3. In Zone 1, the Balance rate will not be charged on SRO Loan

nominated SRO Loans and SRO Park Withdrawals will be scheduled to zero (0) at all the following Hubs:

TEMPORARY CHANGES TO THE PALS SRO PROGRAM CAPACITY – UPDATE #2
REX is updating the capacity of the Temporary Changes to the SRO Program Capacity posted under
Notice ID 13421. Effective for the Timely Cycle, Gas Day Tuesday, May 5, 2026, and until further
notice, all nominated SRO Loans and SRO Park Withdrawals will be scheduled to a net 25K Dth/d in
Zone 2 and Zone 3.
All other items remain the same as posted under notice ID 13421, which states as follows:.
Due to operating conditions, Rockies Express Pipeline LLC (“REX”) is announcing changes to its Park and
Loan Service Standing Request Order (“PALS SRO”) capacity.
Effective for the Timely Cycle, Gas Day Tuesday, May 5, 2026, and until further notice, all
nominated SRO Loans and SRO Park Withdrawals will be scheduled to a net 25K Dth/d at all the
following Hubs:
Clarington Hub Pool (Location 45222)
Lebanon Hub Pool (Location 44962)
Zone 3 Delivered Pool (Location 60503)
Zone 2 Delivered Pool (Location 60502)
NOTE: As a reminder, since the restriction is no longer 0, balance fees will NOT be waived during this
capacity reduction period for the hubs in Zone 2 and Zone 3 outlined above.
Effective for the Timely Cycle, Gas Day Wednesday, February 3, 2026, and until further notice, all
nominated SRO Parks and SRO Loan Paybacks will be scheduled to zero (0) at the following Hubs:
Opal Hub Pool (Location 43495)
Meeker Hub Pool (Location 43493)
Wamsutter Hub Pool (Location 43494)
Cheyenne Hub Pool (Location 43492)
Cheyenne Hub Compression Pool (Location 60364)
No netting against SRO Loans or SRO Park Withdrawals will be allowed.
The Balance rate will not be charged on SRO Loan Balances during the limitation period. SRO Park
balances will continue to be billed. On the first Gas Day following the conclusion of the limitation period,
the balance charge will be assessed on any remaining balances on the system. No nomination is
required during this restriction period. This notice waives rate schedule PALS, Section 3.1, which states
that a nomination is required until REX can confirm the Nomination, and waives the balance charge in
Section 6.1 (ii) for the limitation period.
Shippers must have an active Master PALS Agreement and a SROP and/or a SROL Agreement in place at
